DESCRIPTION:Dawn Rowe – Third District Supervisor – San Bernardino County\n\n\n\n\n\nSan Bernardino County Third District Supervisor Dawn Rowe has served on the Board since December of 2018. She is currently serving as Chairman of the Board. \nAs a County Supervisor\, Rowe has championed public safety for our communities. Rowe led efforts to block the release of dangerous sex offenders into our communities and worked to enact Laura’s Law\, which decreases violence and allows for court-ordered assisted outpatient treatment to improve outcomes for those with mental illnesses. Under her leadership\, the Board authorized Operation Consequences\, a law enforcement initiative that is led by the Sheriff and focuses on curbing violent crime\, disrupting and dismantling criminal street gangs\, and illegal trafficking of firearms. \nShe has been an advocate for rural communities\, as her district is spread out over nearly 10\,000 square miles. She was a strong proponent of Operation Hammerstrike\, which targeted illegal cannabis farms that were devastating desert communities. \nRowe has also been a voice for sound fiscal management and has supported key initiatives that limit the Board from passing tax increases without a vote of the people and ending the Board’s ability to raise their own salaries. \nShe currently serves on 22 boards and commissions and is the past President/Chair of both the San Bernardino County Transportation Authority and the Inland Empire Health Plan. Prior to her time on the Board of Supervisors\, Rowe was a Yucca Valley Town Council member from 2010 to 2014. \nA Southern California native\, Rowe received a Bachelor of Arts in Journalism from Drake University and a Master of Science in Advertising from Northwestern University. During his time with the Sheriff’s Department\, Goodman’s roles included serving as the Police Chief for the Chino Hills Police Department and Commander of the Frank Bland Regional Training Center. He also worked in Corrections\, Patrol\, Narcotics\, Emergency Operations\, Regional Gang Enforcement\, Fugitive Apprehension\, and SWAT. \nHis law enforcement philosophy includes a commitment to data-driven policing principles\, civic partnerships\, and community engagement. Chief Goodman has implemented holistic approaches to addressing crime and quality of life issues within by reducing gaps between police specific services and other service providers dedicated to public safety\, such as public works\, code enforcement\, mental health services\, and homeless advocates. A strong advocate of community policing\, Chief Goodman regularly facilitates community forums to engage citizens and increase stakeholder inclusion. \nChief Goodman earned a Bachelor of Science degree from Southern Illinois University. DESCRIPTION:About Dawn Rowe – Third District Supervisor \nOriginally from Southern California\, Dawn Rowe assumed the role of the Third District Supervisor on the San Bernardino County Board of Supervisors in December 2018. Prior to this position\, Dawn’s neighbors elected her to serve on the Yucca Valley Town Council from 2010 to 2014\, where her peers chose her to serve as the Mayor. \nDawn Rowe has consistently emerged as a prominent advocate within the desert community\, dedicated to effecting positive change. Her commitment ranges from championing increased access for Off-Highway Vehicles (OHV) on public lands to dismantling regulations that hinder local economic development. \nFollowing the loss of her husband\, U.S. Marine Corps Capt. Alan Rowe\, in combat operations in Iraq\, Dawn became involved in land development to support her family. However\, after experiencing several setbacks due to onerous land-use restrictions\, Dawn worked alongside her local elected officials to find creative solutions for thoughtful development in her community. Her tenacity and determination caught the attention of the City Council\, who appointed her to the Yucca Valley Planning Commission (2008-2010). In 2010\, Yucca Valley residents elected her to the Town Council. \nDawn is committed to tackling the pressing issues affecting our families on the San Bernardino County Board of Supervisors. Chen\, Ph.D. is the David and Diane Steffy Fellow in American Public Policy Studies at the Hoover Institution and Director of Domestic Policy Studies and Lecturer in the Public Policy Program at Stanford University. \nA veteran of several high-profile political campaigns and himself a candidate for statewide office in California\, Chen has worked in politics\, government\, business\, and academia. \nChen was a candidate for California State Controller in 2022. He earned more votes than any other Republican candidate in the country in the general election and won endorsements from every major newspaper in the state. \nChen has advised numerous major campaigns\, including four presidential efforts. In 2012\, he was policy director of the Romney-Ryan campaign\, and served as Governor Mitt Romney’s chief policy adviser\, a senior strategist on the campaign\, and the person responsible for developing the campaign’s domestic and foreign policy. \nIn addition to his academic appointments\, Chen is a Partner at the Brunswick Group\, a global business advisory firm\, and a member of the Board of Directors at El Camino Health in Northern California. \nFrom 2014 to 2018\, Chen served as a presidentially-appointed and Senate-confirmed member of the Social Security Advisory Board—an independent\, bipartisan panel that advises the president\, Congress\, and the Commissioner of Social Security on matters related to the Social Security and Supplemental Security Income programs.
